R.J. (Bob) Bullwinkel is NAM Commercial Contracts Manager and Assistant General Counsel of Schlumberger Technology Corporation and works out of Houston, TX. He is responsible for directing the contracting strategies and processes associated with revenue and spend side transactions in the US and Canada and provides contracts advice on a global level. He started his career at Schlumberger in Houston in 1978 as a wireline field engineer and has held a number of operations, marketing and sales roles throughout Schlumberger. He earned his JD in 2003 at South Texas College of Law and worked on patent prosecution briefly before moving back to the operations side of the business. He also holds a BS degree in Earth and Space Sciences from Stony Brook University and an MS in Geosciences from the Georgia Institute of Technology.


Julio Lago is Sr. IT Director Enterprise Corporate Functions for Baker Hughes. He is responsible for strategy and execution of Information Technology to enable global business results through Sales & Marketing. Prior to Baker Hughes he worked for Procter & Gamble in a variety of roles including Electronic Data Interchange and SAP Deployments and General Motors in several positions in charge of large Global eCommerce and Customer Relationship Management initiatives. Julio holds an Electronic Engineering Degree from La Salle University and an M.B.A. from the Institute of Technology of Monterrey, Mexico.


Chris Opincar is Senior Director, Financial Systems Optimization for Halliburton. Chris has been a member of the Halliburton team for more than 17 years. Most recently, he served as the senior director of financial systems optimization, with primary responsibility of leading the transformational efforts for the Battle Red program, focused on the Opportunity-to-Cash (OTC) and other core processes. Prior to this position, Mr. Opincar was Halliburton’s senior accounting manager, responsible for financial reporting systems and internal reporting. In the past, he also served the Company as finance manager for Landmark Software and Services, region finance manager for the Americas, and senior financial analyst. He joined Halliburton as a financial analyst in 1997. Mr. Opincar holds a Bachelor of Business Administration degree in accounting from University of Houston and is a certified public accountant.


Shaun Skene is Global Director of Credit & Collections at Weatherford International. Shaun is a fellow of the Institute of Credit Management and has worked in a variety of senior roles before joining Weatherford in 2001 as Region Credit Manager for Europe, West Africa and Russia before becoming Global Director of Credit in 2007.  Shaun is a member of the Weatherford Capital Efficiency leadership team focusing on improvements in the Accounts Receivable work stream.


Suresh Rao is Chief Information Officer, Commercial Excellence for GE Oil & Gas. He is responsible for driving sales force productivity and increased order volume for the company. He also leads the eCommerce and customer collaboration efforts for GE Oil & Gas. He started his career with GE in 1997 and has held leadership roles in Six Sigma Quality, Operations and Technology. He also had a stint from 2010 to 2014 as the Chief Operating Officer of Sanad Aero Solutions which is a leading provider of specialized asset solutions for the aviation industry. Suresh earned graduate degrees in Software Engineering and Chemical Engineering from Pennsylvania State University and Bucknell University respectively.


Chris Welsh is CEO and a member of the Board of Managers of OFS Portal. After a strong career in the UK defense industry, Chris joined Baker Hughes in 1995 with increasing responsibilities. His international experience started in 2000, where Chris was a senior member of the marketing team at the company’s headquarters in Houston, defining and implementing a global B2B strategy. Within his responsibilities, he worked with OFS Portal and was Vice Chair of PIDX, the industry’s eCommerce standards body. In 2006, he was a co-founder of what became ACT Global Consulting, a firm which directly helps oil and gas companies become eCommerce capable by implementing best practices. Chris was born and educated in the UK.
